Migrants Must Now Meet A-Level English Standard: UK Government Announces New Law

On 14 October 2025, the UK government introduced a new law requiring migrants to meet an A-Level standard of English in speaking, listening, reading, and writing. This applies to those entering through specific legal routes. Applicants must take a Secure English Language Test (SELT) with a Home Office-approved provider, and results will be verified during the visa process. The move is part of a broader effort to replace what the government calls a “failed immigration system” with one that is more controlled, selective, and fair.

Home Secretary’s Statement on Integration

 The UK’s Home Secretary Shabana Mahmood emphasized that while the UK welcomes migrants who contribute, it is unacceptable for individuals to arrive without learning English. She stated: “If you come to this country, you must learn our language and play your part.” The new language requirement is a key part of the government’s immigration white paper and its Plan for Change, which aims to balance tighter immigration controls with attracting top global talent.

Student and Skilled Worker Reforms

The reforms also affect international students and skilled workers. From 1 January 2027, the post-study work period will be reduced from two years to 18 months. This change follows data showing that many graduates were not transitioning into graduate-level employment. Additionally, the Immigration Skills Charge (ISC) paid by employers will rise by 32%, marking its first increase since 2017. The government says this will help fund training for the domestic workforce and reduce reliance on overseas recruitment.

Financial Requirements and Visa Adjustments

Foreign students will face stricter financial requirements starting in the 2025–2026 academic year, needing to prove they have sufficient funds to support themselves. The High Potential Individual (HPI) visa route will expand to include graduates from the top 100 international universities, with a cap of 8,000 applications per year. The number of people entering through this route is expected to double from 2,000 to 4,000.

Boosting Innovation and Global Talent

The UK government also announced enhancements to the Global Talent route, including an expanded list of prestigious prizes and relaxed evidential requirements for fields like architecture. Talented entrepreneurs studying in the UK will be able to transition directly from a student visa to the Innovator Founder route, allowing them to launch businesses after graduation. These changes aim to double the number of highly skilled individuals entering the UK, especially in sectors like research, design, film, and TV.
